Article L2121-9 of the French General Code of Local Authorities

The mayor may convene the municipal council whenever he deems it useful.

He is obliged to convene it within a maximum of thirty days when a reasoned request is made to him by the State representative in the department or by at least one third of the members of the municipal council in office in communes of 1,000 inhabitants or more and by a majority of the members of the municipal council in communes of less than 1,000 inhabitants.

In urgent cases, the representative of the State in the department may shorten this period.

Le maire peut réunir le conseil municipal chaque fois qu’il le juge utile.

Il est tenu de le convoquer dans un délai maximal de trente jours quand la demande motivée lui en est faite par le représentant de l’Etat dans le département ou par le tiers au moins des membres du conseil municipal en exercice dans les communes de 1 000 habitants et plus et par la majorité des membres du conseil municipal dans les communes de moins de 1 000 habitants.

En cas d’urgence, le représentant de l’Etat dans le département peut abréger ce délai.
