Article L2131-1 of the French Public procurement code

In order to encourage the widest possible competition, purchasers shall advertise prior to the award of the contract in accordance with the conditions and subject to the exceptions defined by decree in the Conseil d’Etat, depending on the subject of the contract, the estimated value of the requirement excluding tax and the purchaser concerned.
