The provisions of articles L. 2131-1 to L. 2131-4 do not prevent the representative of the State in the department from exercising the power of substitution that he or she holds, particularly in police matters, under Articles L. 2215-1 and L. 2215-5, nor to that of his hierarchical power over the acts of the mayor when the latter, pursuant to Articles L. 2122-27 et L. 2122-34, acts as an agent of the State in the commune.
