The right of local residents to be informed of local affairs and to be consulted on decisions affecting them, which is inseparable from the free administration of local authorities, is an essential principle of local democracy. This right is exercised without prejudice to the provisions in force relating in particular to the publicity of the acts of territorial authorities and freedom of access to administrative documents.

Le droit des habitants de la commune à être informés des affaires de celle-ci et à être consultés sur les décisions qui les concernent, indissociable de la libre administration des collectivités territoriales, est un principe essentiel de la démocratie locale. Il s’exerce sans préjudice des dispositions en vigueur relatives notamment à la publicité des actes des autorités territoriales ainsi qu’à la liberté d’accès aux documents administratifs.
