Article L2191-4 of the French Public procurement code

Contracts awarded by the purchasers referred to in article L. 2191-1 give rise to payments on account under the conditions laid down by regulation, once the services have begun to be performed.
The amount of a payment on account may not exceed the value of the services to which it relates.

Les marchés passés par les acheteurs mentionnés à l’article L. 2191-1 donnent lieu à des versements à titre d’acomptes dans les conditions prévues par voie réglementaire, dès lors que les prestations ont commencé à être exécutées.
Le montant d’un acompte ne peut excéder la valeur des prestations auxquelles il se rapporte.
