Article L2192-5 of the French Public procurement code

A shared solution, made available by the State and known as the “public invoicing portal”, enables invoices to be submitted, received and transmitted in electronic form.

To implement the obligations laid down in sub-section 1 of this section, the following shall use the public invoicing portal:

1° The State, local authorities and public establishments;

2° The holders of contracts concluded with a purchaser mentioned in 1° as well as their subcontractors eligible for direct payment.

Une solution mutualisée, mise à disposition par l’Etat et dénommée “ portail public de facturation ”, permet le dépôt, la réception et la transmission des factures sous forme électronique.


Pour la mise en œuvre des obligations fixées à la sous-section 1 de la présente section, utilisent le portail public de facturation :


1° L’Etat, les collectivités territoriales et les établissements publics ;


2° Les titulaires de marchés conclus avec un acheteur mentionné au 1° ainsi que leurs sous-traitants admis au paiement direct.
