Article L2193-2 of the French Public procurement code

For the purposes of this chapter, subcontracting is the operation whereby an economic operator entrusts, by means of a subcontract and under its responsibility, to another person called a subcontractor, the performance of part of the services of the contract concluded with the purchaser.
The subcontractor is considered to be the main contractor with regard to its own subcontractors.

Article L2193-2

Au sens du présent chapitre, la sous-traitance est l’opération par laquelle un opérateur économique confie par un sous-traité, et sous sa responsabilité, à une autre personne appelée sous-traitant, l’exécution d’une partie des prestations du marché conclu avec l’acheteur.
Le sous-traitant est considéré comme entrepreneur principal à l’égard de ses propres sous-traitants.
