Article L2213-3 of the French Public procurement code

Where the purchaser entrusts all or part of the design of the works to the contractor, the contract performance conditions must include the obligation to identify a project management team responsible for designing the works and monitoring their implementation.
When the purchaser entrusts the contractor with only part of the design of the works, he may himself, by way of derogation from the obligation set out in article L. 2431-3, call on a team of project managers for the part of the design that he assumes.

Lorsque l’acheteur confie tout ou partie de la conception des ouvrages au titulaire, les conditions d’exécution du marché doivent comprendre l’obligation d’identifier une équipe de maîtrise d’œuvre chargée de la conception des ouvrages et du suivi de leur réalisation.
Lorsque l’acheteur ne confie au titulaire qu’une partie de la conception de l’ouvrage, il peut lui-même, par dérogation à l’obligation prévue à l’article L. 2431-3, faire appel à une équipe de maîtrise d’œuvre pour la partie de la conception qu’il assume.
