Article L2221-10 of the French General Code of Local Authorities

Regies with legal personality and financial autonomy, known as local public establishments, are created, and their administrative and financial organisation determined, by deliberation of the municipal council. They are administered by a board of directors and a director appointed under the same conditions on the proposal of the mayor.

A decree in the Council of State determines, as necessary, the terms of application of this article as well as the specific terms applicable to the régies created for the operation of services of public interest of an administrative nature.

Les régies dotées de la personnalité morale et de l’autonomie financière, dénommées établissement public local, sont créées, et leur organisation administrative et financière déterminée, par délibération du conseil municipal. Elles sont administrées par un conseil d’administration et un directeur désignés dans les mêmes conditions sur proposition du maire.

Un décret en Conseil d’Etat détermine, en tant que de besoin, les modalités d’application du présent article ainsi que les modalités particulières applicables aux régies créées pour l’exploitation de services d’intérêt public à caractère administratif.
