The mayor of a municipality or the president of a public establishment for inter-municipal cooperation with a local urban development plan, an urban development document in its place or a communal map presents a report to the municipal council or the deliberative assembly, at least once every three years, on the artificialisation of land within its territory over the previous calendar years.
The report gives an account of the extent to which the objectives of the fight against artificialisation of land have been achieved.

The report gives rise to a debate within the municipal council or deliberative assembly. The debate is followed by a vote.
The report and the opinion of the municipal council or the deliberative assembly are published under the conditions set out in the last paragraph of article L. 2131-1.

Within fifteen days of their publication, they are forwarded to the representatives of the State in the region and in the département, to the chairman of the regional council and, as appropriate, to the chairman of the public inter-municipal cooperation body with its own tax system of which the municipality is a member or to the mayors of the municipalities that are members of the competent public inter-municipal cooperation body and to the chairman of the public body mentioned in article L. 143-16 of the town planning code.
A decree in the Conseil de l’Etat determines the conditions for the publication of the opinions of the municipal council or the deliberative assembly.

In particular, it will specify the indicators and data that must be included in the report, as well as the conditions under which the State makes the data from the artificialisation observatory available to the local authorities concerned.
