The mayor will issue a provisional report stating that a plot of land is in a state of manifest abandonment, after the plot has been identified and a search has been made in the property register or land registry for the owners, holders of rights in rem and other interested parties. The provisional report of manifest abandonment is posted for three months at the town hall and on the sites concerned; it is published in two regional or local newspapers circulated in the department. In addition, the provisional report of manifest abandonment is notified to the owners, holders of real rights and other interested parties; failing which it is null and void, this notification reproduces in full the terms of articles L. 2243-1 to L. 2243-4. If one of the owners, holders of rights in rem or other interested parties cannot be identified or if their address is unknown, the notification concerning them is validly made at the town hall.
