The municipal budget is proposed by the mayor and voted by the municipal council.
In municipalities of 3,500 inhabitants or more, the mayor presents to the municipal council, within a period of two months prior to the examination of the budget, a report on the budget guidelines, the multi-year commitments envisaged and the structure and management of the debt. This report gives rise to a debate at the Town Council, under the conditions set out in the rules of procedure provided for in article L. 2121-8. This debate is recorded in a specific resolution.
In municipalities with more than 10,000 inhabitants, the report mentioned in the second paragraph of this article also includes a presentation of the structure and development of expenditure and staff numbers. This report specifies, in particular, the forecast development and implementation of staff costs, remuneration, benefits in kind and working hours. It is sent to the representative of the State in the department and to the president of the public inter-municipal cooperation body of which the municipality is a member; it is published. The content of the report and the procedures for its transmission and publication are set by decree.
The provisions of this article apply to the public administrative establishments of communes of 3,500 inhabitants or more.
