Article L2312-2 of the French General Code of Local Authorities

Appropriations are voted by chapter and, if the City Council so decides, by article.

However, except in cases where the City Council has specified that appropriations are specialised by article, the mayor may make transfers from article to article within the same chapter.

Les crédits sont votés par chapitre et, si le conseil municipal en décide ainsi, par article.

Toutefois, hors les cas où le conseil municipal a spécifié que les crédits sont spécialisés par article, le maire peut effectuer des virements d’article à article dans l’intérieur du même chapitre.
