Article L2333-1 of the French General Code of Local Authorities

A fee is payable by users of public slaughterhouses. It is instituted by deliberation of the deliberative assembly of the local authority or group of local authorities owning the slaughterhouse.

In the event of delegation of the service, the rate of the fee may include, in addition to a share, set by the delegation agreement, accruing to the delegatee in respect of the costs of the service it provides, a share accruing to the delegating authority, intended to cover the expenses that remain its responsibility.

The fee is collected by the local authority or group of local authorities that owns the slaughterhouse or, by delegation from the deliberative assembly, by the service delegatee.

Une redevance est due par les usagers des abattoirs publics. Elle est instituée par délibération de l’assemblée délibérante de la collectivité territoriale ou du groupement de collectivités territoriales propriétaire de l’abattoir.

En cas de délégation du service, le tarif de la redevance peut comporter, outre une part, fixée par la convention de délégation, revenant au délégataire au titre des charges du service qu’il assure, une part revenant à l’autorité délégante, destinée à couvrir les dépenses qui demeurent à sa charge.

La redevance est recouvrée par la collectivité territoriale ou le groupement de collectivités territoriales propriétaire de l’abattoir ou, par délégation de l’assemblée délibérante, par le délégataire du service.
