Article L236-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A circulation document for foreign minors is issued as of right to a foreign minor residing in France who is:
1° A direct descendant of a European Union citizen satisfying the conditions set out in 1° or 2° of Article L. 233-1 or the dependent child of a European Union citizen satisfying the conditions set out in 3° of the same article;
2° A dependent direct descendant of the spouse of a European Union citizen satisfying the conditions set out in 1° or 2° of article L. 233-1.
The circulation document for foreign minors is issued under conditions laid down by decree.

Un document de circulation pour étranger mineur est délivré de plein droit à l’étranger mineur résidant en France qui est :
1° Un descendant direct d’un citoyen de l’Union européenne satisfaisant aux conditions énoncées aux 1° ou 2° de l’article L. 233-1 ou l’enfant à charge d’un citoyen de l’Union européenne satisfaisant aux conditions énoncées au 3° du même article ;
2° Un descendant direct à charge du conjoint d’un citoyen de l’Union européenne satisfaisant aux conditions énoncées aux 1° ou 2° de l’article L. 233-1.
Le document de circulation pour étranger mineur est délivré dans des conditions fixées par décret.
