Article L2511-28 of the French General Code of Local Authorities

The arrondissement may delegate under the conditions provided for in the first paragraph of article L. 2122-18 et l’article L. 2122-20.

In the cases provided for in Article L. 2122-17, the borough mayor is replaced by one of his or her deputies who is a member of the city council or Paris council or, failing that, by another deputy or, failing that, by any other member of the borough council designated by the borough council.

Le maire d’arrondissement peut donner délégation dans les conditions prévues par le premier alinéa de l’article L. 2122-18 et l’article L. 2122-20.

Dans les cas prévus par l’article L. 2122-17, le maire d’arrondissement est remplacé par un de ses adjoints membres du conseil municipal ou du conseil de Paris ou, à défaut, par un autre adjoint ou, à défaut d’adjoint, par tout autre membre du conseil d’arrondissement désigné par le conseil d’arrondissement.
