Article L252-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national whose situation is governed by this book may be subject to an expulsion order, as provided for in article L. 631-1, provided that his or her personal conduct represents a real, present and sufficiently serious threat to a fundamental interest of society.
In taking such a decision, the administrative authority shall take account of all the circumstances relating to the applicant’s situation, in particular the length of time he has resided on French territory, his age, state of health, family and economic situation, social and cultural integration into French society and the intensity of his links with his country of origin.

Article L252-1

L’étranger dont la situation est régie par le présent livre peut faire l’objet d’une décision d’expulsion, prévue à l’article L. 631-1, sous réserve que son comportement personnel représente une menace réelle, actuelle et suffisamment grave pour un intérêt fondamental de la société.
Pour prendre une telle décision, l’autorité administrative tient compte de l’ensemble des circonstances relatives à sa situation, notamment la durée de son séjour sur le territoire national, son âge, son état de santé, sa situation familiale et économique, son intégration sociale et culturelle dans la société française ainsi que l’intensité de ses liens avec son pays d’origine.
