Article L2544-11 of the French General Code of Local Authorities

The municipal council regulates, without prejudice to private rights based on a special title:

1° The method and conditions of use of the commune’s public institutions and establishments;

2° The method of enjoyment of communal property, as well as the use and distribution of its products, including communal forests, and the conditions imposed for such enjoyment and distribution, observing the provisions of the articles L. 2544-12 à L. 2544-16.

Article L2544-11

Le conseil municipal règle, sans préjudice des droits privés fondés sur un titre spécial :

1° Le mode et les conditions d’usage des institutions et établissements publics de la commune ;

2° Le mode de jouissance des biens communaux, ainsi que l’emploi et la répartition de leurs produits, y compris des forêts communales, et les conditions imposées pour cette jouissance et cette répartition, en observant les dispositions des articles L. 2544-12 à L. 2544-16.
