Article L2544-14 of the French General Code of Local Authorities

In the absence of private rights based on a special title, all inhabitants of the commune have equal rights to the use of the commune’s public institutions and establishments, in accordance with the regulations enacted for this purpose, as well as to the enjoyment of communal property.

Excluded from the enjoyment of communal property are military personnel on peacetime strength, with the exception of military civil servants, persons who do not hold French nationality and those who, at the beginning of the year in which the products are distributed, have not had their own household with a separate fire in the commune for at least three years.

A défaut de droits privés fondés sur un titre spécial, tous les habitants de la commune ont des droits égaux à l’usage des institutions et établissements publics de la commune, conformément aux règlements édictés à cet effet, ainsi qu’à la jouissance des biens communaux.

Sont exclus de la jouissance des biens communaux les militaires faisant partie de l’effectif du temps de paix, à l’exception des fonctionnaires militaires, les personnes qui ne possèdent pas la nationalité française et celles qui, au début de l’année où les produits sont distribués, ne possèdent pas dans la commune depuis au moins trois ans un ménage propre avec feu séparé.
