Article L2544-5 of the French General Code of Local Authorities

Before any decision by the representative of the State in the département on the deliberations of the municipal council relating to the objects designated in article L. 2544-4, or to the alienation or pledging of real estate or securities belonging to the section, a local commission may be set up to give its opinion on the particular interests of the section.

The setting up of a local commission is compulsory when half of the electors of the section request it.

Avant toute décision du représentant de l’Etat dans le département sur les délibérations du conseil municipal relatives aux objets désignés à l’article L. 2544-4, ou à l’aliénation ou au nantissement de biens immobiliers ou de titres appartenant à la section, il peut être institué une commission locale pour donner son avis sur les intérêts particuliers de la section.

L’institution d’une commission locale est obligatoire quand la moitié des électeurs de la section la réclame.
