Article L2573-32 of the French General Code of Local Authorities

The communes and their groupings may create public establishments, called communal centres and inter-communal centres for social action, to intervene in matters of social action, in compliance with locally applicable regulations. The High Commissioner lays down the operating rules of these establishments by decree.

Les communes et leurs groupements peuvent créer des établissements publics, dénommés centres communaux et centres intercommunaux d’action sociale, pour intervenir en matière d’action sociale, dans le respect de la réglementation applicable localement. Le haut-commissaire fixe par arrêté les règles de fonctionnement de ces établissements.
