Article L311-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national does not satisfy the conditions for entry into French territory when he is in the following situations:
1° His presence in France would constitute a threat to public order ;
2° He or she is the subject of an alert for the purposes of refusing entry to French territory entered in the Schengen Information System, in accordance with Regulation (EU) No 2018/1861 of the European Parliament and of the Council of 28 November 2018 on the establishment, operation and use of the Schengen Information System (SIS) in the field of border checks, amending the Convention Implementing the Schengen Agreement and amending and repealing Regulation (EC) No 1987/2006 ;
3° He/she is subject to a judicial deportation order, a deportation order, a ban on returning to French territory, a ban on movement on French territory or an administrative deportation order.

Article L311-2

Un étranger ne satisfait pas aux conditions d’entrée sur le territoire français lorsqu’il se trouve dans les situations suivantes :
1° Sa présence en France constituerait une menace pour l’ordre public ;
2° Il fait l’objet d’un signalement aux fins de non-admission sur le territoire français introduit dans le système d’information Schengen, conformément au règlement (UE) n° 2018/1861 du Parlement européen et du Conseil du 28 novembre 2018 sur l’établissement, le fonctionnement et l’utilisation du système d’information Schengen (SIS) dans le domaine des vérifications aux frontières, modifiant la convention d’application de l’accord de Schengen et modifiant et abrogeant le règlement (CE) n° 1987/2006 ;
3° Il fait l’objet d’une peine d’interdiction judiciaire du territoire, d’une décision d’expulsion, d’une interdiction de retour sur le territoire français, d’une interdiction de circulation sur le territoire français ou d’une interdiction administrative du territoire.
