This plan defines, for a period of six years, a programme of actions designed to enable, in the department’s areas of competence, a balanced development of the departmental territory in order to facilitate access to local services and facilities.

II – A draft plan is drawn up by the president of the departmental council. It is submitted to the regional council for its opinion, as well as to the deliberative bodies of the municipalities and public establishments of inter-communal cooperation with their own tax status located within the departmental territory, which have a period of two months in which to give their opinion. If the opinion has not been issued by the end of this period, it is deemed to be favourable. In the light of these opinions, the plan is adopted by the departmental council.
It is implemented, where appropriate, by agreement.

Within six months of the general renewal of the departmental councils, the president of the departmental council will present the council with a report on the implementation of the plan. The departmental council may decide to maintain the departmental plan for territorial solidarity in force or to revise it in whole or in part.

The procedure set out in II applies to the revision of the plan.

I.-Le département élabore un schéma départemental de la solidarité territoriale sur son territoire.

Ce schéma définit, pour une durée de six ans, un programme d’actions destinées à permettre, dans les domaines de compétence du département, un développement équilibré du territoire départemental afin de faciliter l’accès aux services et équipements de proximité.

II.-Un projet de schéma est élaboré par le président du conseil départemental. Il est soumis pour avis au conseil régional ainsi qu’aux organes délibérants des communes et des établissements publics de coopération intercommunale à fiscalité propre situés sur le territoire départemental, qui disposent d’un délai de deux mois pour se prononcer. S’il n’a pas été rendu à l’expiration de ce délai, l’avis est réputé favorable. Au vu de ces avis, le schéma est adopté par le conseil départemental.

Il est mis en œuvre, le cas échéant, par convention.

III.-Le schéma peut être révisé sur proposition du conseil départemental ou de son président.

Dans les six mois suivant le renouvellement général des conseils départementaux, le président du conseil départemental présente à celui-ci un bilan de la mise en œuvre du schéma. Le conseil départemental peut décider le maintien en vigueur du schéma départemental de la solidarité territoriale ou sa révision partielle ou totale.

La procédure prévue au II est applicable à la révision du schéma.
