Article L3312-3 of the French General Code of Local Authorities

The appropriations are voted by chapter and, if the departmental council so decides, by article.

In both cases, however, the departmental council may specify that certain appropriations are specialised by article.

In the event of a vote by article, the chairman of the departmental council may, by express decision, make transfers from article to article within the same chapter excluding articles with specialised appropriations.

Les crédits sont votés par chapitre et, si le conseil départemental en décide ainsi, par article.

Dans ces deux cas, le conseil départemental peut cependant spécifier que certains crédits sont spécialisés par article.

En cas de vote par article, le président du conseil départemental peut effectuer, par décision expresse, des virements d’article à article à l’intérieur du même chapitre à l’exclusion des articles dont les crédits sont spécialisés.
