Article L3313-1 of the French General Code of Local Authorities

The budgets and accounts of the department finally settled shall be made public by means of printing.

The provisions of articles L. 2313-1 and L. 2313-1-1 are applicable to the départements. The place where these documents are made available to the public is the departmental headquarters. These documents may also be made available to the public in each canton, in a public place.

A brief, summary presentation outlining the essential financial information is attached to the primary budget and the administrative account to enable citizens to grasp what is at stake.

The presentation provided for in the third paragraph of this article as well as the report sent to the departmental council on the occasion of the debate on the budget guidelines for the financial year provided for in article L. 3312-1, the report appended to the preliminary budget and the report appended to the administrative account, in accordance with article L. 3121-19, are made available online on the department’s website, where it exists, after the departmental council has adopted the deliberations to which they relate and under the conditions laid down by decree in the Conseil d’Etat.

Les budgets et les comptes du département définitivement réglés sont rendus publics par la voie de l’impression.

Les dispositions des articles L. 2313-1 et L. 2313-1-1 sont applicables aux départements. Le lieu de mise à disposition du public est l’hôtel du département. Ces documents peuvent également être mis à la disposition du public dans chaque canton, dans un lieu public.

Une présentation brève et synthétique retraçant les informations financières essentielles est jointe au budget primitif et au compte administratif afin de permettre aux citoyens d’en saisir les enjeux.

La présentation prévue au troisième alinéa du présent article ainsi que le rapport adressé au conseil départemental à l’occasion du débat sur les orientations budgétaires de l’exercice prévu à l’article L. 3312-1, le rapport annexé au budget primitif et le rapport annexé au compte administratif, conformément à l’article L. 3121-19, sont mis en ligne sur le site internet du département, lorsqu’il existe, après l’adoption par le conseil départemental des délibérations auxquelles ils se rapportent et dans des conditions prévues par décret en Conseil d’Etat.
