Article L3441-2 of the French General Code of Local Authorities

The departmental council of each overseas department may submit proposals to the Government with a view to the conclusion of international commitments concerning regional cooperation between the French Republic and, depending on its geographical environment, the States or territories of the Caribbean, the States or territories of the American continent neighbouring the Caribbean, the States or territories of the Indian Ocean or the States or territories of the continents neighbouring the Indian Ocean or with a view to the conclusion of agreements with regional bodies in the corresponding areas, including regional bodies dependent on United Nations institutions.

Le conseil départemental de chaque département d’outre-mer peut adresser au Gouvernement des propositions en vue de la conclusion d’engagements internationaux concernant la coopération régionale entre la République française et, selon son environnement géographique, les Etats ou territoires de la Caraïbe, les Etats ou territoires du continent américain voisins de la Caraïbe, les Etats ou territoires de l’océan Indien ou les Etats ou territoires des continents voisins de l’océan Indien ou en vue de la conclusion d’accords avec des organismes régionaux des aires correspondantes, y compris des organismes régionaux dépendant des institutions des Nations unies.
