Article L3444-3 of the French General Code of Local Authorities

The departmental councils of the overseas departments shall be consulted by the Minister responsible for the overseas departments on proposals for European Union acts concerning their department. The provisions of the second paragraph of Article L. 3444-1 shall apply.

The departmental councils may submit proposals to the Government for the application of the treaties on the European Union and on the functioning of the European Union.

Article L3444-3

Les conseils départementaux des départements d’outre-mer sont consultés par les soins du ministre chargé des départements d’outre-mer sur les propositions d’actes de l’Union européenne qui concernent leur département. Les dispositions du second alinéa de l’article L. 3444-1 sont applicables.

Les conseils départementaux peuvent adresser au Gouvernement des propositions pour l’application des traités sur l’Union européenne et sur le fonctionnement de l’Union européenne.
