Article L3444-6 of the French General Code of Local Authorities

In the overseas departments, the departmental council is asked to give its opinion, before 31 December each year, on the general guidelines for programming State housing aid for the following year.

These general guidelines concern the distribution of aid by scheme, on the one hand, and the distribution of aid by housing area, on the other.

The regional council may be asked to give its opinion on these guidelines by the State representative in the department. If the matter is referred to it, the regional council must give its opinion by 31 December of each year at the latest.

Dans les départements d’outre-mer, le conseil départemental est saisi pour avis, avant le 31 décembre de chaque année, des orientations générales de la programmation des aides de l’Etat au logement pour l’année suivante.

Ces orientations générales portent sur la répartition des aides par dispositif, d’une part, et la répartition des aides par bassin d’habitat, d’autre part.

Le conseil régional peut être saisi pour avis sur ces orientations par le représentant de l’Etat dans le département. Dans le cas où il est saisi, le conseil régional doit rendre son avis au plus tard le 31 décembre de chaque année.

La présidence du conseil départemental de l’habitat est assurée par le président du conseil départemental.
