Article L3451-1 of the French General Code of Local Authorities

The départements of Paris, Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, as well as the interdepartmental institution they have created between them, provide collective wastewater treatment, which includes its collection and transport, when the communes, their public cooperation establishments or their mixed syndicates do not provide this, its treatment and the elimination of the sludge produced. They may also, in the same circumstances, collect, transport, store and treat rainwater.

Les départements de Paris, des Hauts-de-Seine, de la Seine-Saint-Denis et du Val-de-Marne, ainsi que l’institution interdépartementale qu’ils ont créée entre eux assurent l’assainissement collectif des eaux usées, qui comprend leur collecte et leur transport, lorsque les communes, leurs établissements publics de coopération ou leurs syndicats mixtes n’y pourvoient pas, leur épuration et l’élimination des boues produites. Ils peuvent assurer également, dans les mêmes circonstances, la collecte, le transport, le stockage et le traitement des eaux pluviales.
