Article L4122-1 of the French General Code of Local Authorities

The territorial boundaries of the regions shall be amended by law after consultation with the regional councils and departmental councils concerned.

The modification of the territorial boundaries of the regions may be requested by the regional councils and departmental councils concerned.

However, when a decree of the Conseil d’Etat modifies the territorial boundaries of adjacent départements not belonging to the same region, and a favourable opinion has been issued by the departmental councils and by the regional councils, that decree entails the modification of the boundaries of the region.

Les limites territoriales des régions sont modifiées par la loi après consultation des conseils régionaux et des conseils départementaux intéressés.

La modification des limites territoriales des régions peut être demandée par les conseils régionaux et les conseils départementaux intéressés.

Toutefois, lorsqu’un décret en Conseil d’Etat modifie les limites territoriales de départements limitrophes n’appartenant pas à la même région, et qu’un avis favorable a été émis par les conseils départementaux et par les conseils régionaux, ce décret entraîne la modification des limites de la région.
