Article L4122-2 of the French General Code of Local Authorities

The transfer of the capital of a region is decided by decree in the Conseil d’Etat after consultation with the regional council and the departmental councils, as well as the municipal councils of the city where the capital is located and the city where the transfer of the capital is envisaged.
