Article L4132-13 of the French General Code of Local Authorities

The Regional Council may not deliberate unless an absolute majority of its members in office are present.

However, if the Regional Council does not meet, on the day fixed by the notice convening the meeting, in sufficient number to deliberate, the meeting is held ipso jure three days later and the deliberations are then valid regardless of the number of those present.

Subject to the provisions of articles L. 4133-1, L. 4133-5 and L. 4133-6, the decisions of the Regional Council are taken by a majority of the votes cast.

Le conseil régional ne peut délibérer si la majorité absolue de ses membres en exercice n’est présente.

Toutefois, si le conseil régional ne se réunit pas, au jour fixé par la convocation, en nombre suffisant pour délibérer, la réunion se tient de plein droit trois jours plus tard et les délibérations sont alors valables quel que soit le nombre des présents.

Sous réserve des dispositions des articles L. 4133-1, L. 4133-5 et L. 4133-6, les délibérations du conseil régional sont prises à la majorité des suffrages exprimés.
