Article L4132-25 of the French General Code of Local Authorities

The representative of the State in the region is alone authorised to speak on behalf of the State before the regional council.

By agreement of the president of the regional council and the representative of the State in the region, the latter is heard by the regional council.

In addition, at the request of the Prime Minister, the representative of the State in the region is heard by the regional council.

Article L4132-25

Le représentant de l’Etat dans la région est seul habilité à s’exprimer au nom de l’Etat devant le conseil régional.

Par accord du président du conseil régional et du représentant de l’Etat dans la région, celui-ci est entendu par le conseil régional.

En outre, sur demande du Premier ministre, le représentant de l’Etat dans la région est entendu par le conseil régional.
