The regional council elects its chairman at the meeting held automatically following each renewal.
For this election, it is chaired by its oldest member, with the youngest member acting as secretary. This election does not give rise to any debate.
In this case, the Regional Council may only deliberate if two thirds of its members are present. If this condition is not met, the meeting is held automatically three days later. The Chairman is elected by an absolute majority of the members of the Regional Council for a term of six years. If this election is not obtained after the first two ballots, a third ballot is held and the election takes place by a relative majority of the members of the Regional Council. In the event of a tie, the election is won on the basis of age.
No person may be elected President unless, prior to each ballot, he or she has submitted to the members of the Regional Council, through the intermediary of the oldest member of the Regional Council, a written statement setting out the broad political, economic and social guidelines for his or her action for the duration of his or her term of office.
