Article L4151-1 of the French General Code of Local Authorities

For the preparation and execution of the deliberations of the Regional Council, its President may call upon decentralised State services as required. The President of the Regional Council issues all necessary instructions directly to the heads of department for the execution of the tasks he entrusts to them. He supervises the execution of these tasks.

He may, under his supervision and responsibility, delegate his signature to the heads of the said departments for the execution of the tasks that he entrusts to them in application of the previous paragraph.

A decree in the Conseil d’Etat lays down the terms and conditions for the provision of these departments.

Pour la préparation et l’exécution des délibérations du conseil régional, son président peut disposer, en tant que de besoin, de services déconcentrés de l’Etat. Le président du conseil régional adresse directement aux chefs de service toutes instructions nécessaires pour l’exécution des tâches qu’il leur confie. Il contrôle l’exécution de ces tâches.

Il peut, sous sa surveillance et sa responsabilité, donner délégation de signature aux chefs desdits services pour l’exécution des missions qu’il leur confie en application de l’alinéa précédent.

Un décret en Conseil d’Etat fixe les modalités de la mise à disposition de ces services.
