Article L4221-3 of the French General Code of Local Authorities

The Regional Council deliberates with a view to issuing opinions on the development and planning problems of the region on which it is obligatorily consulted.

In accordance with the loi n° 82-653 du 29 juillet 1982 portant réforme de la planification, it shall contribute to the preparation and execution of the national plan and shall prepare and approve the regional plan. Within its remit, it contributes to regional planning.

It proposes to the region’s local and regional authorities any measures designed to encourage the coordination of local public investment in the region.

Article L4221-3

Le conseil régional délibère en vue d’émettre des avis sur les problèmes de développement et d’aménagement de la région au sujet desquels il est obligatoirement consulté.

Conformément à la loi n° 82-653 du 29 juillet 1982 portant réforme de la planification, il concourt à l’élaboration et à l’exécution du plan de la nation et il élabore et approuve le plan de la région. Il concourt, dans le cadre de ses compétences, à l’aménagement du territoire.

Il propose aux collectivités territoriales de la région toutes mesures tendant à favoriser la coordination des investissements publics locaux dans la région.
