Article L4251-13 of the French General Code of Local Authorities

The region draws up a regional plan for economic development, innovation and internationalisation.

This plan defines the guidelines for aid to businesses, support for internationalisation and aid for property investment and business innovation, as well as guidelines relating to the attractiveness of the regional territory. It defines the guidelines for the development of the social economy, based in particular on the proposals put forward during the regional conferences on the social economy. It also defines the guidelines for the development of the circular economy, particularly in terms of industrial and territorial ecology.

The plan organises, on the regional territory, the complementarity of the actions carried out by the region in terms of aid to businesses with the actions carried out by the local authorities and their groupings, pursuant to articles L. 1511-3 , L. 1511-7 and L. 1511-8 , Title V of Book II of Part Two and Title III of Book II of Part Three.

The guidelines of the plan promote innovative, sustainable and balanced economic development of the region’s territory as well as the maintenance of economic activities carried out within it.

The plan sets out the actions taken by the region in terms of professional equality between women and men.

The plan identifies the sectors and employment areas impacted by the ecological transition and determines objectives to support professional retraining.

The plan may contain a cross-border section drawn up in consultation with the local authorities of neighbouring states.

The plan may contain a section on guidelines for aid for the development of agricultural, craft, industrial, pastoral and forestry activities.

La région élabore un schéma régional de développement économique, d’innovation et d’internationalisation.

Ce schéma définit les orientations en matière d’aides aux entreprises, de soutien à l’internationalisation et d’aides à l’investissement immobilier et à l’innovation des entreprises, ainsi que les orientations relatives à l’attractivité du territoire régional. Il définit les orientations en matière de développement de l’économie sociale et solidaire, en s’appuyant notamment sur les propositions formulées au cours des conférences régionales de l’économie sociale et solidaire. Il définit également les orientations en matière de développement de l’économie circulaire, notamment en matière d’écologie industrielle et territoriale.

Le schéma organise, sur le territoire régional, la complémentarité des actions menées par la région en matière d’aides aux entreprises avec les actions menées par les collectivités territoriales et leurs groupements, en application des articles L. 1511-3 , L. 1511-7 et L. 1511-8 , du titre V du livre II de la deuxième partie et du titre III du livre II de la troisième partie.

Les orientations du schéma favorisent un développement économique innovant, durable et équilibré du territoire de la région ainsi que le maintien des activités économiques exercées en son sein.

Le schéma fixe les actions menées par la région en matière d’égalité professionnelle entre les femmes et les hommes.

Le schéma identifie les secteurs et bassins d’emploi impactés par la transition écologique et détermine des objectifs de soutien à la reconversion professionnelle.

Le schéma peut contenir un volet transfrontalier élaboré en concertation avec les collectivités territoriales des Etats limitrophes.

Le schéma peut contenir un volet sur les orientations en matière d’aides au développement des activités agricoles, artisanales, industrielles, pastorales et forestières.
