Article L4251-14 of the French General Code of Local Authorities

The draft plan is drawn up by the region in consultation with the metropolises, the Lyon metropolis and the public establishments for inter-communal cooperation with their own tax status.

It is the subject of a presentation and discussion within the territorial conference on public action mentioned in article L. 1111-9-1, with the consular chambers and with the regional chamber for the social economy. It is sent to neighbouring regions for information.

The Regional Council may consult any body or person with a view to drawing up the draft outline plan.

The outline plan is adopted by the regional council in the year following the general renewal of regional councils.

Le projet de schéma est élaboré par la région en concertation avec les métropoles, la métropole de Lyon et les établissements publics de coopération intercommunale à fiscalité propre.

Il fait l’objet d’une présentation et d’une discussion au sein de la conférence territoriale de l’action publique mentionnée à l’article L. 1111-9-1, avec les chambres consulaires et avec la chambre régionale de l’économie sociale et solidaire. Il est communiqué pour information aux régions limitrophes.

Le conseil régional peut consulter tout organisme ou personne en vue de l’élaboration du projet de schéma.

Le schéma est adopté par le conseil régional dans l’année qui suit le renouvellement général des conseils régionaux.
