Article L4251-15 of the French General Code of Local Authorities

The guidelines of the regional economic development, innovation and internationalisation plan applicable to the territory of a metropolitan area mentioned in Chapter VII of Title I of Book II of Part Five, the Aix-Marseille-Provence metropolitan area or the Lyon metropolitan area are drawn up and adopted jointly by the council of the metropolitan area concerned and the Regional Council. In the absence of agreement, the metropolitan area draws up a strategic guidelines document which takes account of the regional plan. This document takes the place, for the metropolitan area, of guidelines within the meaning of the second paragraph of Article L. 4251-13. It does not authorise the metropolis to define aid or its own aid schemes, within the meaning of Article L. 1511-2. This document is sent to the region within six months of the adoption of the regional plan.

Les orientations du schéma régional de développement économique, d’innovation et d’internationalisation applicables sur le territoire d’une métropole mentionnée au chapitre VII du titre Ier du livre II de la cinquième partie, de la métropole d’Aix-Marseille-Provence ou de la métropole de Lyon sont élaborées et adoptées conjointement par le conseil de la métropole concerné et le conseil régional. A défaut d’accord, la métropole élabore un document d’orientations stratégiques qui prend en compte le schéma régional. Ce document tient lieu, pour la métropole, d’orientations au sens du deuxième alinéa de l’article L. 4251-13. Il n’autorise pas la métropole à définir des aides ou ses propres régimes d’aides, au sens de l’article L. 1511-2. Ce document est adressé à la région dans les six mois qui suivent l’adoption du schéma régional.
