Article L4251-4 of the French General Code of Local Authorities

The procedures for drawing up the regional plan for spatial planning, sustainable development and territorial equality are laid down by deliberation of the Regional Council following a debate within the territorial conference on public action.

This deliberation determines in particular the areas contributing to spatial planning, outside the areas listed in the second paragraph of article L. 4251-1, in which the plan may set objectives pursuant to the sixth paragraph of the same Article L. 4251-1.

It sets the provisional timetable for preparation and the procedures for involving the players, as well as the list of legal entities involved in the various sections of the regional plan.

Prior to its preparation, the regional council debates the objectives of the plan.

Les modalités d’élaboration du schéma régional d’aménagement, de développement durable et d’égalité des territoires sont prévues par délibération du conseil régional à l’issue d’un débat au sein de la conférence territoriale de l’action publique.

Cette délibération détermine notamment les domaines contribuant à l’aménagement du territoire, en dehors des domaines énumérés au deuxième alinéa de l’article L. 4251-1, dans lesquels le schéma peut fixer des objectifs en application du sixième alinéa du même article L. 4251-1.

Elle fixe le calendrier prévisionnel d’élaboration et les modalités d’association des acteurs ainsi que la liste des personnes morales associées sur les différents volets du schéma régional.

Préalablement à son élaboration, le conseil régional débat sur les objectifs du schéma.
