Article L4252-3 of the French General Code of Local Authorities

Each region has a regional advisory committee for research and technological development placed under the regional council.

A decree in the Council of State determines the socio-professional groups and institutions whose representation must be ensured on the regional advisory committees for research and technological development, as well as the conditions under which these groups and institutions are called upon to propose their candidates.

This committee is consulted on all matters concerning research and technological development.

All multi-year programmes of regional interest must be submitted to it for an opinion, as must the allocation of public research credits; it is informed of their use.

Chaque région se dote d’un comité consultatif régional de recherche et de développement technologique placé auprès du conseil régional.

Un décret en Conseil d’Etat détermine les groupes socioprofessionnels et les institutions dont la représentation devra être assurée au sein des comités consultatifs régionaux de recherche et de développement technologique, ainsi que les conditions dans lesquelles ces groupes et institutions sont appelés à proposer leurs candidats.

Ce comité est consulté sur toutes les questions concernant la recherche et le développement technologique.

Tout programme pluriannuel d’intérêt régional lui est obligatoirement soumis pour avis ainsi que la répartition des crédits publics de recherche ; il est informé de leur emploi.
