Article L426-12 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Provided they apply within three months of entering France, the spouse of a foreign national holding long-term EU resident status in another EU Member State and a temporary residence permit issued under article L. 426-11 will be issued with a temporary residence permit marked “private and family life” if they can prove that they have resided legally with the long-term EU resident in the other Member State, have stable and sufficient resources and health insurance. The condition set out in article L. 412-1 does not apply.
Notwithstanding article L. 414-10, this card does not authorise the exercise of a professional activity in the year following its first issue.

Article L426-12

Sous réserve qu’il en fasse la demande dans les trois mois qui suivent son entrée en France, le conjoint d’un étranger titulaire du statut de résident de longue durée-UE dans un autre Etat membre de l’Union européenne et d’une carte de séjour temporaire délivrée en application de l’article L. 426-11 se voit délivrer, s’il justifie avoir résidé légalement avec le résident de longue durée-UE dans l’autre Etat membre, disposer de ressources stables et suffisantes ainsi que d’une assurance maladie, une carte de séjour temporaire portant la mention ” vie privée et familiale “. La condition prévue à l’article L. 412-1 n’est pas opposable.
Par dérogation à l’article L. 414-10, cette carte n’autorise pas l’exercice d’une activité professionnelle dans l’année qui suit sa première délivrance.
