Article L4311-1 of the French General Code of Local Authorities

The regional budget is the act by which the region’s annual revenue and expenditure are forecast and authorised. The budget voted must be balanced in terms of expenditure and revenue.

The region’s budget is drawn up in an operating section and an investment section, both in terms of revenue and expenditure. Certain interventions, activities or services are individualised within annexed budgets.

The region’s budget is divided into chapters and articles.

Le budget de la région est l’acte par lequel sont prévues et autorisées les recettes et les dépenses annuelles de la région. Le budget voté doit être équilibré en dépenses et en recettes.

Le budget de la région est établi en section de fonctionnement et en section d’investissement, tant en recettes qu’en dépenses. Certaines interventions, activités ou services sont individualisés au sein de budgets annexes.
