Article L4312-1 of the French General Code of Local Authorities

Within a period of ten weeks prior to the examination of the budget, the President of the Regional Council presents a report to the Regional Council on the budget guidelines for the financial year, the multiannual commitments envisaged, the structure and development of expenditure and staffing levels, and the structure and management of the debt. In particular, this report specifies the forecast development and implementation of staff expenditure, remuneration, benefits in kind and working hours.

It is sent to the State representative in the region, published and debated by the Regional Council, which takes note of it in a specific resolution. The content of the report and the arrangements for its publication are set by decree.

The draft budget of the region is prepared and presented by the president of the regional council, who communicates it to the members of the regional council with the corresponding reports, at least twelve days before the opening of the first meeting devoted to the examination of the said budget.

Dans un délai de dix semaines précédant l’examen du budget, le président du conseil régional présente au conseil régional un rapport sur les orientations budgétaires de l’exercice, les engagements pluriannuels envisagés, la structure et l’évolution des dépenses et des effectifs ainsi que sur la structure et la gestion de la dette. Ce rapport précise notamment l’évolution prévisionnelle et l’exécution des dépenses de personnel, des rémunérations, des avantages en nature et du temps de travail.

Il fait l’objet d’une transmission au représentant de l’Etat dans la région, d’une publication et d’un débat au conseil régional, dont il est pris acte par une délibération spécifique. Le contenu du rapport et les modalités de sa publication sont fixés par décret.

Le projet de budget de la région est préparé et présenté par le président du conseil régional qui le communique aux membres du conseil régional avec les rapports correspondants, douze jours au moins avant l’ouverture de la première réunion consacrée à l’examen dudit budget.
