Article L4312-5 of the French General Code of Local Authorities

Before the vote on the first budgetary deliberation following its renewal, the regional council draws up its budgetary and financial regulations.

The region’s budgetary and financial regulations specify in particular:

1° The procedures for managing programme authorisations, commitment authorisations and related payment appropriations, and in particular the rules relating to the cancellation of programme authorisations and commitment authorisations;

2° The procedures for informing the regional council about the management of multi-annual commitments during the financial year.

It may also specify the terms and conditions for carrying forward payment appropriations relating to a programme authorisation, in the cases and under the conditions set by joint order of the minister responsible for local authorities and the minister responsible for the budget.

Avant le vote de la première délibération budgétaire qui suit son renouvellement, le conseil régional établit son règlement budgétaire et financier.

Le règlement budgétaire et financier de la région précise notamment :

1° Les modalités de gestion des autorisations de programme, des autorisations d’engagement et des crédits de paiement y afférents, et notamment les règles relatives à l’annulation des autorisations de programme et des autorisations d’engagement ;

2° Les modalités d’information du conseil régional sur la gestion des engagements pluriannuels au cours de l’exercice.

Il peut aussi préciser les modalités de report des crédits de paiement afférents à une autorisation de programme, dans les cas et conditions fixés par arrêté conjoint du ministre chargé des collectivités territoriales et du ministre chargé du budget.
