Article L4332-3 of the French General Code of Local Authorities

In 2008, the amount of the regional allocation for educational facilities is set at 661,841,207 euros.

The amount allocated in 2008 to each region exercising the powers defined in article L. 214-6 of the Education Code is obtained by applying a coefficient to the total amount of the regional school equipment grant set for that same year. This coefficient is calculated for each region on the basis of the ratio between the amount of payment appropriations paid to it in 2007 and the total amount of payment appropriations paid by the State to all the regions in respect of the regional education facilities grant in 2007.

From 2009, the amount allocated to each region is equal to that for 2008.

From 1 January 2016, when a region is formed by grouping together several regions, in accordance with Article 1 of Law No. 2015-29 of 16 January 2015 on the delimitation of regions, regional and departmental elections and amending the electoral calendar, the amount of the allocation paid to it corresponds to the sum of the amounts paid to the regions to which it succeeds under the conditions applicable prior to the grouping.

The regional school equipment grant is paid to the regions in a single instalment during the third quarter of the current year.

The grant is entered in the budget of each region, which allocates it to reconstruction, major repairs, equipment and, if these operations appear on the list drawn up pursuant to article L. 211-2 of the Education Code, the extension and construction of lycées, special education establishments, maritime and aquaculture training schools and agricultural education establishments referred to in article L. 811-8 of the rural and maritime fishing code.

En 2008, le montant de la dotation régionale d’équipement scolaire est fixé à 661 841 207 euros.

Le montant alloué en 2008 à chaque région exerçant les compétences définies à l’article L. 214-6 du code de l’éducation est obtenu en appliquant un coefficient au montant total de la dotation régionale d’équipement scolaire fixé pour cette même année. Ce coefficient est calculé pour chaque région sur la base du rapport entre le montant des crédits de paiement qui lui ont été versés en 2007 et le montant total des crédits de paiement versés par l’Etat à l’ensemble des régions au titre de la dotation régionale d’équipement scolaire en 2007.

A compter de 2009, le montant alloué à chaque région est égal à celui de 2008.

A compter du 1er janvier 2016, lorsqu’une région est constituée par regroupement de plusieurs régions, conformément à l’article 1er de la loi n° 2015-29 du 16 janvier 2015 relative à la délimitation des régions, aux élections régionales et départementales et modifiant le calendrier électoral, le montant de la dotation qui lui est versé correspond à la somme des montants versés aux régions auxquelles elle succède dans les conditions applicables avant le regroupement.

La dotation régionale d’équipement scolaire est versée aux régions en une seule fois au cours du troisième trimestre de l’année en cours.

La dotation est inscrite au budget de chaque région, qui l’affecte à la reconstruction, aux grosses réparations, à l’équipement et, si ces opérations figurent sur la liste établie en application de l’article L. 211-2 du code de l’éducation, à l’extension et à la construction des lycées, des établissements d’éducation spéciale, des écoles de formation maritime et aquacole et des établissements d’enseignement agricole visés à l’article L. 811-8 du code rural et de la pêche maritime.
