Article L4433-7 of the French General Code of Local Authorities

The regions of Guadeloupe and La Réunion, the territorial collectivities of French Guiana and Martinique and the Department of Mayotte draw up a regional development plan which sets out the fundamental medium-term guidelines for sustainable development, the enhancement of the territory and the protection of the environment, having regard to the objectives assigned to the action of the public collectivities in terms of town planning by the article L. 101-2 of the town planning code.

It defines the resulting spatial planning principles, and in particular determines the general use of the various parts of the region, the location of major infrastructure and transport facilities, and the preferred location for urban expansion, economic and commercial activities, agriculture, forestry, tourism and renewable energy.

It sets the objectives for urban renewal, the development of new areas and the development of new areas.
It sets targets for urban renewal, construction in already urbanised areas, controlling urban sprawl and combating land artificialisation. It sets a trajectory for achieving zero net artificialisation of land and, for each ten-year period, a target for reducing the rate of artificialisation. This trajectory takes account of the constraints specific to coastal municipalities, as defined in article L. 121-1 of the town planning code, subject to the special requirements of a sea enhancement scheme, particularly in terms of spatial planning, urban renewal and insularity, their needs in terms of economic development and the revitalisation of town centres, and the efforts already made by these municipalities.

It defines the principles for ensuring that land is not built up in a way that is detrimental to the environment.
It defines the principles for combining the different modes of transport, coordinating the mobility policies implemented by the organising authorities and the objectives of opening up rural areas and developing transport. It may take the place of regional transport infrastructure planning within the meaning of article L. 1213-1 of the Transport Code and regional intermodal planning within the meaning of Article L. 1213-3 of the same code if it pursues the objectives and satisfies the conditions laid down by these articles and by the regulatory provisions adopted for their application.

The general purpose of the various parts of the territory is to promote the development of intermodal transport.

Les régions de Guadeloupe et de La Réunion, les collectivités territoriales de Guyane et de Martinique et le Département de Mayotte élaborent un schéma d’aménagement régional qui fixe les orientations fondamentales à moyen terme en matière de développement durable, de mise en valeur du territoire et de protection de l’environnement, eu égard aux objectifs assignés à l’action des collectivités publiques en matière d’urbanisme par l’article L. 101-2 du code de l’urbanisme.

Il définit les principes de l’aménagement de l’espace qui en résultent et il détermine notamment la destination générale des différentes parties du territoire de la région, l’implantation des grands équipements d’infrastructures et de transport, ainsi que la localisation préférentielle des extensions urbaines, des activités économiques et commerciales, agricoles, forestières, touristiques et relatives aux énergies renouvelables.

Il fixe les objectifs de renouvellement urbain, de construction dans les zones déjà urbanisées, de maîtrise de l’étalement urbain et de lutte contre l’artificialisation des sols. Il fixe une trajectoire permettant d’aboutir à l’absence de toute artificialisation nette des sols ainsi que, par tranche de dix années, un objectif de réduction du rythme de l’artificialisation. Cette trajectoire tient compte des contraintes propres aux communes littorales, au sens de l’article L. 121-1 du code de l’urbanisme, soumises aux prescriptions particulières d’un schéma de mise en valeur de la mer, notamment en termes d’aménagement du territoire, de renouvellement urbain et d’insularité, de leurs besoins en terme de développement économique et de revitalisation des centres et des efforts déjà réalisés par ces communes.

Il définit les principes permettant d’assurer la combinaison des différents modes de transport, la coordination des politiques de mobilité mises en place par les autorités organisatrices ainsi que les objectifs de désenclavement des territoires ruraux et de développement des transports. Il peut tenir lieu de planification régionale des infrastructures de transport au sens de l’article L. 1213-1 du code des transports et de planification régionale de l’intermodalité au sens de l’article L. 1213-3 du même code s’il poursuit les objectifs et satisfait aux conditions prévues par ces articles et par les dispositions réglementaires prises pour leur application.

La destination générale des différentes parties du territoire fait l’objet d’une carte, dont l’échelle est déterminée par voie réglementaire, carte que précisent, le cas échéant, les documents cartographiques prévus aux articles L. 4433-7-1 et L. 4433-7-2.
