Article L5131-1 of the French Public Health Code

Cosmetic product means any substance or mixture intended to be placed in contact with the superficial parts of the human body (the epidermis, the hair and capillary systems, the nails, the lips and the external genital organs) or with the teeth and oral mucous membranes, with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours.

Article L5131-1

On entend par produit cosmétique toute substance ou mélange destiné à être mis en contact avec les parties superficielles du corps humain (l’épiderme, les systèmes pileux et capillaire, les ongles, les lèvres et les organes génitaux externes) ou avec les dents et les muqueuses buccales, en vue, exclusivement ou principalement, de les nettoyer, de les parfumer, d’en modifier l’aspect, de les protéger, de les maintenir en bon état ou de corriger les odeurs corporelles.
