Article L5221-1 of the French General Code of Local Authorities

Two or more municipal councils, deliberative bodies of public establishments for inter-municipal cooperation or mixed syndicates may initiate between themselves, through their mayors or presidents, an agreement on objects of communal or inter-municipal utility included within their remit and which concern both their respective municipalities, their public establishments for inter-municipal cooperation or their mixed syndicates.

They may enter into agreements with each other for the purpose of undertaking or maintaining works or institutions of common utility at joint expense.

Deux ou plusieurs conseils municipaux, organes délibérants d’établissements publics de coopération intercommunale ou de syndicats mixtes peuvent provoquer entre eux, par l’entremise de leurs maires ou présidents, une entente sur les objets d’utilité communale ou intercommunale compris dans leurs attributions et qui intéressent à la fois leurs communes, leurs établissements publics de coopération intercommunale ou leurs syndicats mixtes respectifs.

Ils peuvent passer entre eux des conventions à l’effet d’entreprendre ou de conserver à frais communs des ouvrages ou des institutions d’utilité commune.
