Article L532-13 of the French Code governing the entry and residence of foreign nationals and the right of asylum

In order to ensure the proper administration of justice and to enable the interested parties to present their explanations to the court, and subject to the conditions laid down in this article being met, the president of the Cour nationale du droit d’asile may provide for the court hearing room to be linked, live, by a means of audiovisual communication that guarantees the confidentiality and quality of the transmission with a specially equipped hearing room open to the public and located in premises belonging to the Ministry of Justice that are more easily accessible by the applicant, under conditions that respect the rights of the person concerned as provided for in Article L. 532-12. A copy of the entire file is made available to the applicant. If the applicant is assisted by counsel, the latter is physically present with the applicant. The interpreter made available to the applicant is present in the hearing room where the applicant is present. In the event of difficulty in obtaining the assistance of a qualified interpreter who is physically present with the applicant, the hearing is held only after the court has ensured that such an interpreter is present in the room in which it is sitting throughout the hearing.
These operations give rise to the drawing up of minutes in each of the hearing rooms or to an audiovisual or sound recording.

Article L532-13

Afin d’assurer une bonne administration de la justice et de permettre aux intéressés de présenter leurs explications à la cour, et sous réserve que les conditions prévues au présent article soient remplies, le président de la Cour nationale du droit d’asile peut prévoir que la salle d’audience de la cour est reliée, en direct, par un moyen de communication audiovisuelle qui garantit la confidentialité et la qualité de la transmission avec une salle d’audience spécialement aménagée à cet effet ouverte au public et située dans des locaux relevant du ministère de la justice plus aisément accessibles par le demandeur, dans des conditions respectant les droits de l’intéressé prévus à l’article L. 532-12.
Une copie de l’intégralité du dossier est mise à disposition du requérant. S’il est assisté d’un conseil, ce dernier est physiquement présent auprès de lui. L’interprète mis à disposition du demandeur est présent dans la salle d’audience où ce dernier se trouve. En cas de difficulté pour obtenir le concours d’un interprète qualifié présent physiquement auprès du demandeur, l’audience ne se tient qu’après que la cour s’est assurée de la présence, dans la salle où elle siège, d’un tel interprète tout au long de son déroulement.
Ces opérations donnent lieu à l’établissement d’un procès-verbal dans chacune des salles d’audience ou à un enregistrement audiovisuel ou sonore.
